A SHA-256 fingerprint of every eligible ticket in the draw, recorded at the moment of the draw. Any change to the list afterwards would change this fingerprint.
How the winner is picked
When entries close, every eligible ticket goes into the draw: paid tickets and free postal entries alike, treated identically. A random seed is generated live, on stream, so nobody can know it in advance.
The seed is fed through a standard cryptographic formula (hmac-sha256-v1) which points to one ticket in the list. The same seed and the same list always give the same winner, so the result can't be changed after the fact.
The seed, the winning ticket and the fingerprint of the ticket list are recorded at the moment of the draw. The full draw record is kept and can be provided to the relevant authorities on request.
